Can I move up a tier later?

Yes, and without reinstalling. CPU and memory resize on a reboot; the disk grows online. Downgrades need a fresh disk, so take a snapshot first.

What is the difference with the reserved-core line?

Cores. Here they are shared with other guests under a published 4:1 cap. There they are pinned to you and nothing else is ever scheduled on them — same hardware, same building, roughly twice the price.

Is there a setup fee or a minimum term?

Neither. You pay for the month, or for the year at 20% less. Cancel whenever; there is nothing to give notice of.

What happens if I stop paying?

The server is suspended at the end of the paid period and the disk is kept for seven days, then wiped. No debt collection, and no name on file to chase.
