A notice is counted the day it lands, whatever happens afterwards. Reports that count only “actioned” requests can show any number they like.

Four quarters, counted on arrival
Copyright notices rise with the size of the network, which is what you would expect. The three highlighted columns are the ones worth watching, and they have not moved. Rolls forward on its own: 2026 Q2 was closed and published on 2026-07-18.

Accounts closed are closures for the two categories in the acceptable use policy — child sexual abuse material and material organising violence. They are not copyright closures, of which there have been none, because copyright is not grounds for closure here.
Definitions
What each column counts, exactly
Most reports publish the numbers and not the definitions, which is what makes them unfalsifiable. These eight are the report.

How it is counted
A number without a method is a brochure
Reports that count only “valid” or “actioned” requests can publish any figure they like. Here is the counting rule, including the parts that make our own numbers larger.
Invalid requests are counted too
Notices for material the sender has no rights in, and approaches from agencies with no route to us, are in these totals. Excluding them would flatter the columns that matter least.
Published within 30 days of quarter end
On a fixed schedule rather than when the figures are convenient. A quarter that slips is itself information, and we would say why.
Never broken down per customer
We do not keep per-account notice counts, so we could not publish them. There is no internal number that turns into a decision about you.
The limits of this report
Three things these figures do not cover
Stated because a report that claims to be complete, and is not, is worse than one that admits its edges.
Complaints sent to you directly
If a rightsholder writes to your own abuse address rather than ours, we never see it and cannot count it.
Requests to the datacentre operator
The building sells us space and power. Anything served on them concerning us is redirected here, but we only count what reaches us.
Traffic we do not observe
There is no inspection, so there is nothing to report about content. A report that included such a figure would be evidence we were looking.
A quarter in which the “data handed over” column stops reading zero will say so in the quarter it happens, with the instrument that compelled it described in as much detail as the order permits. If we are ever barred from saying it, the canary is the mechanism that shows it anyway.

A report says what happened. A canary says what did not.
Signed weekly with a published key, carrying a recent block hash so it cannot be signed in advance and left running.
